8. Before any of this works
How work gets from a branch to production — branching, previews, the five workflows — is docs/CONTRIBUTING.md. This document is what an operator does once it is there.
The bootstrap list in PROGRESS.md, in order. Nothing in this document runs against a real account until steps 1 and 2 of it are done.
